The Austin court has made sure SXSW killer Rashad Owens does not do a runner by setting his bail at $3million, something he could not possibly afford.
Rashad Owens crashed through a crowded SXSW street in the early hours of Thursday morning killing two people and seriously injuring another 23.
Killed were 27 year-old Jamie West of Austin and 35-year old Steven Craenmehr of The Netherlands. Craenmehr was in Austin for the SXSW music conference. West, a local, was out enjoying the local activities with her husband.
Owens tested a blood alcohol reading of .114. The legal limit in Texas in .08.
He has been charged with two counts of capital murder and 23 counts of aggravated assault. The capital murder charges carry a potential death penalty.
The 22-year old wannabe rapper fled from the scene after plowing into the crowd. He already had a criminal record in the USA. In 2012 he was charged with criminal mischief in Alaska and then failed to appear in court. He was also charged with criminal trespassing and pleaded guilty in Texas in 2010.
The legal issues may take years to resolve.
